Every device that can only use 2G or 3G is affected. The German regulator lists radio modules in vehicles, emergency call modules in elevators, card payment terminals, and industrial sensors and meters. Fixed control systems and older telematics units fall into the same category.
Yes, under one condition. A 4G device without VoLTE uses 4G for data but falls back to 2G for voice. Once 2G is off, telephony and emergency calling stop working on those devices, so VoLTE has to be verified per device rather than assumed.
For small data volumes with long battery life, NB-IoT and LTE-M are the successors. Where more bandwidth is needed, LTE Cat-1 bis, LTE Cat-4 or 5G RedCap apply. Data volume, battery budget and coverage at the site decide which option fits.
